Gov’t seals $270m deal to revitalise Ghana poultry industry and cut $400m import bill

The 24-Hour Economy and Accelerated Export Development Secretariat has brokered a landmark $270 million investment agreement to revitalise Ghana’s poultry industry infrastructure, expand domestic meat production, and significantly reduce reliance on foreign chicken imports.

The Heads of Terms agreement was officially executed in Accra on Thursday by the Secretariat alongside Agrium Capital, Petra Pension Trust, Axis Pension Trust, and the Tony Blair Institute for Global Change. The pact represents the primary operational step toward scaling national livestock production.

Structuring an integrated agricultural supply chain

The $270 million capital injection will establish a fully integrated value chain designed to enhance local agricultural output. Supported by technical oversight aligned with the Ministry of Food and Agriculture, Ghana, the project covers:

  • Large-scale feed manufacturing and grain processing
  • Modernised hatcheries and commercial rearing farms
  • Processing plants, cold-chain logistics, and distribution networks

Goosie Tanoh, Presidential Adviser and Head of the 24-Hour Economy Secretariat, highlighted that the agreement directly addresses macro-economic pressure by limiting foreign exchange outflows while creating domestic farm-level opportunities.

“The signing marks an important step towards building a modern, competitive and integrated poultry value chain capable of meeting a significant share of domestic demand,” stated Mr. Tanoh.

Phased execution and job creation

Rod Bassett, Chief Executive Officer of Agrium Capital, noted that implementation will utilise a proprietary development framework requiring 10 to 12 months to establish baseline operating systems.

The rollout will proceed across three distinct phases integrated with local rural economies. Once fully operational, efforts to revitalise Ghana’s poultry industry capacity are projected to generate over 1,000 direct employment opportunities and more than 2,500 indirect jobs across processing, transport, and feed cultivation.
